Coach Oliver serves in the role as Program Director for the Baltimore Terps. Oliver has coached multiple age groups as Offensive Coordinator and Head Coach with the Terps. He has also served as Quarterbacks Coach at Owings Mills High School.

Coach Oliver played youth football in Baltimore City for the historic Mary E. Rodman Raiders. From there he attended Edmondson High School where he was a varsity starter for three years as a Quarterback and Wide Receiver. In 2006, Oliver won the McCormick Unsung Hero Award and Scholarship for the State of Maryland and chose to attend Frostburg State University where he received a Bachelor of Science in Sociology in 2011. Since then Oliver has mentored young men around the city in various capacities including his Target Practice QB Training program.

Currently Oliver is a Special Educator in the Baltimore County Public School System.
